Hi,
Yes, thats correct.
Previously, there was a Resources folder in there as well, with the I2Languages source. However, that was overriding developer localization, so, that folder was moved to Assets.
That way, everytime you need to update, you can delete the I2/Localization folder, and do a clean reinstall without the risk of loosing your translations.
I just verified, and the fix for that was added to 2.8.10.
If you email me your invoice number, I can add you to the beta, so you could download those versions without waiting for it to be approved in the AssetStore.

when clicking on the 'Open I2 Languages.prefab' menu option I get an error
